All new commercial buildings in the city with more than 1,000 sq. mts plot area or 2,000 sq. mt built area will now have to comply by Energy Conservation Building Code (ECBC), Mayor Bonthu Rammohan said after a meeting on energy conservation here on Thursday.

The Greater Hyderabad Municipal Corporation would soon create a technical cell to support compliance of ECBC in Hyderabad by starting the project on a pilot basis on 25 commercial buildings. The Commissioner, GHMC, Chief City Planner and other officials would oversee this cell.

The GHMC would be the first urban local body to incorporate ECBC through online approval system, the Mayor said.

Mr. Rambabu said that the demand for office space in Greater Hyderabad limits had increased by 10 times marking a steep rise form 1.95 million sq.ft in 2005 to 20 million sq. ft in 2013. The State had already introduced the ECBC in T-Hub. It would also be introduced on other government buildings in the city, the Mayor said. The only way to promote energy efficiency was to introduced energy access to all citizens and reduce carbon footprint, which implementation of the ECBC was expected to do.

“Once ECBC is implemented in the State, it will provide a powerful example of local governance to help state to achieve its energy potential,” the Mayor said. The GHMC would impart training to government officials, architects, real estate developers and other stakeholders to strengthen implementation of ECBC in Telangana and to encourage them to come forward to help make it successful.

The GHMC would work with knowledge partners Administrative Staff College of India, Natural Resources Defence Council (NRDC) and Indian Institute of Information Technology i.e., (IIIT) to improve energy efficiency in buildings through the implementation of the ECBC.

Dr. B. Janardhan Reddy, Commissioner, GHMC, spoke on the role of Urban Local Bodies in effective implementation of the ECBC. Dr. Vishal Garg, IIIT Head, has given a overview on ECBC, Dr. David Gold Stein, Director, NRDC, spoke on the importance of building codes international experience, Mr. Subrahmanyam, Advisor, ASCI, gave an overall view of the online building approval system in the Indian context.
