The long awaited Kamalnathan Committee guidelines for the distribution of State level employees between Andhra Pradesh and Telangana have been cleared by the Prime Minister Narendra Modi on Friday, according to highly placed sources.
The guidelines were submitted by the committee on September 4 to the Department of Personnel and Training which forwarded the file to the Prime Minister’s Office. Even as the employees in both the States were getting restive over the delay in the distribution of employees, the PMO recently sought some clarifications and finally approved the guidelines.
Options Sources said that it would be for the DoPT now to notify the approved guidelines which would also be published by both the Andhra Pradesh and Telangana governments. It will be followed by calling for options from the employees based on their local status and consider them for distributing to the State of their choice. There are about 55,000 to 60,000 State-level employees to be distributed between the two States. The rest of employees in the local, district, zonal and multi-zonal posts will continue where they are as stipulated by the Andhra Pradesh State Reorganisation Act, 2014
Meanwhile another important exercise for the division of State-level posts and cadre strength is on. The State reorganisation cells of both the States held a meeting with the head of departments last week and explained them the format to be adopted for providing data of all kinds of State-level posts in their departments, including those on deputation and vacancies etc.
However, the committee found out that of 46 departments, only 20 departments provided correct data and others were asked to cross check as many of them were not aware of posts filled under Presidential Order and other provisions. For instance some departments had shown local cadre posts also as State-level posts.
Software Once all the departments furnish the data of posts, the task of running a software to segregate State-level posts and other posts would be entrusted to the Centre for Good Governance. Then it would become easy to match the posts with the personnel and distribute them in accordance with guidelines and options exercised by the employees to the extent possible, sources said.
Panel meeting on Oct. 30 The Kamalnathan Committee, in the wake of approval to guidelines is meeting on October 30 for the next course of action. It will also study the issues cropping up in the division of posts and allocation of posts based on geographical intensity to the respective State. For instance, posts in Department of Ports will go to Andhra Pradesh.
