Paperless certificate scheme kicks off

The State government’s decision to switch to soft copies of income or caste certificates instead of printed copies, promises to be a game changer.

Under the paperless certificate system, all the 25 certificate issued by the Revenue Department through the Atalji Jana Snehi Kendras will be digitized now.

From now on, students who apply for caste, income, residence, or legal heir certificates will not get printed copies. They will only get the unique certificate number attached to each document. They will cite this number on the applications they give to schools or government departments for admission, jobs or pensions.

The user agencies like schools or government departments that extend benefits like reservation or fee waiver to students will cross check this number with the government data base to make sure of the identity of the applicant and the veracity of their caste group of income levels.

This will ensure that beneficiaries do not have to run from one department to another. It will free them from additional costs, while it will save us a lot of paper work, Munish Moudgil, Atalji Janasnehi project director, told The Hindu.

The whole process is transparent and verifiable, he said. He said this was another step in the State government’s plans of complete computerization or records and e-governance. A circular issued on May 22, says the scheme comes into force immediately.

All the data about the 25 certificate categories is contained in our servers. It can be accessed through the link www.nadakacheri.karnataka.gov.in.

He said that the process of applying for certificates has been made simple and easy. All that a student or an applicant has to do is send an SMS to 51969. He will get details of the certificates with a unique certificate number (UCN). This number will be sufficient proof for valid certificate and there is no need for attaching the hard copy of the certificate, he said.

The commissioner of public instruction issued circular that henceforth, all applicants need mention only the unique certificate number and the department would process the applications, Mr. Moudgil said.

* Paperless certificate system includes 25 types of documents like caste, income, residence, marriage, land ownership, farmer, widow, legal heir and others.

* Paperless certificates issued once, are valid for a lifetime.

* Every year, the government spends around Rs 12 crore in printing of certificates.

* Around one crore certificates are received and processed across the state, especially during admission and examination time.

* These are safer than printed certificates as they are regularly cross checked by user agencies against the government database, says Mr. Moudgil
