Allocation of AIS officers finalised with changes

The provisional allocation of All India Service officers has been revised and finalised by the Pratyush Sihna committee in the meeting at New Delhi on Monday with some changes.

Though the committee finalised the allocation of AIS officers to both the States of Andhra Pradesh and Telangana in its September 2 meeting, following objections raised by some officers over the interpretation of seniority and ‘insider’ and ‘outsider status’, the chairman convened a meeting again with the members - Chief Secretaries of both the States I.Y. R Krishna Rao and Rajiv Sharma - on September 15.

The committee conceded the petition of Binoy Kumar who represented that on the basis of his seniority in the State, he should have been allocated to Telangana cadre instead of Andhra Pradesh cadre.

The committee also found merit in the representation of senior IAS officer P.V. Ramesh and changed his allocation from Telangana to Andhra Pradesh.

However the plea of J.S.V.Prasad to change his cadre allocation from Telangana to Andhra Pradesh has not been conceded.

Mr. Prasad though is a native of Andhra Pradesh was allotted to Telangana State cadre based on his postal address submitted at the time of joining the Indian Administrative Service.

Cadre allocation The cadre allocation of about 15 IAS officers, it is learnt, has been changed consequent to change of allocation of Mr. Binoy Kumar from Andhra Pradesh to Telangana cadre. IAS officers Adityanath Das, Dinesh Kumar who were earlier allocated to Telangana, now have been placed in the Andhra Pradesh cadre, according to sources.

Given the importance of the AIS officers allocation which was still pending three months after the bifurcation of united Andhra Pradesh, Mr. Krishna Rao was given permission to skip the Monday’s State Cabinet meeting.

Mr.Pratyush Sinha is expected to send the final allocation list to the Prime Minister without any further delay for his approval.

The allocation of AIS officers is expected to be completed by month-end.
