IAS officers’ allocation after Deepavali

Andhra Pradesh and Telangana States are finally set to get their quota of IAS officers allocated by the Pratyush Sinha Committee after Deepavali.

In the wake of objections raised by some IAS officers about the norms followed in their allocation to the two States, the process of allocation has been delayed by over a month. Yet the Department of Personnel and Training recently gave another opportunity to all the officers to represent their grievances, if any, by October 25.

However Chief Secretaries of the both the States, with the approval of both the Chief Ministers, jointly represented to the DoPT last week that the allocation of officers should not be delayed for the sake of about 25 to 30 officers who were unhappy with their State cadre allocation.

The rest of 274 IAS officers who did not raise objections to their State cadre allocation or to the guidelines, should be posted to the respective States. In the case of others, they should be allowed to work wherever they are without disturbing their State cadre till the final approval from the Prime Minister.

The DoPT positively responded to the suggestion and wanted both the Chief Secretaries to jointly send the list of officers who were willing to abide by the allocation made by the Pratyush Sinha Committee. Sources said the list would be sent to the DoPT by Tuesday night or Wednesday morning.

Highly placed sources said that one could expect the DoPT to issue ‘order to serve’ to the IAS officers in the list vetted by both the Chief Secretaries in two days once the ‘jointly approved list’ reached them.

Similar process will be followed by the DGPs and Principal Chief Conservator of Forests of both the States for allocation of IPS and IFS officers to the two States, barring officers who submitted their grievances.

Meanwhile, the DoPT forwarded the Kamalnathan Committee’s guidelines for distribution of State-level employees between the two States for the approval of the Prime Minister. After the Prime Minister’s approval, DoPT would seek options from the employees to consider their choice of State based on their local status before distributing them as per the approved guidelines.
