Two years of the BJP-led government have been remarkable and unique though marred on occasion by avoidable controversies (“Govt. is accountable, pro-poor, says Modi”, May 27). Scams and negativity have been replaced by serious governance and meaningful schemes. Prime Minister Narendra Modi’s hard work and enthusiastic political leadership stand out. India’s positivism has been well projected across the world to reap gains. It is a reasonably good beginning for a government but it needs to end with the promised results.

One of the highlights being touted is the government’s corruption-free record so far. While it is undeniable that Mr. Modi’s team has reason to be euphoric on this score when compared to the UPA government, there are several other areas where the government has to pull up its socks and deliver on its pre-poll promises.
Little has been done on the black money front while initiatives to ameliorate the suffering of the farming community because of drought have yet to bear fruit. The initial successes on the foreign policy front have all come undone in recent times as we appear to have antagonised our neighbours. Too much attention has been bestowed on trivial issues like rewriting history, a saffronisation of education, renaming of schemes and roads while precious little has been done to safeguard the interests of the minorities. When will “ Sabka saath, Sabka vikas ” become the mantra?

The Assembly election results are where one can start to judge the government. There is nothing much to crow about since other parties won more seats than the BJP; the only gain, in Assam, was because of the three-term incumbency of the Congress. The Prime Minister is an excellent orator given a lectern but completely tongue-tied when having to confront any public issue that seizes the minds of people. One sees him as a person with a penchant for populist slogans and renaming schemes in order to bear an NDA signature. The result is that the Indian public is confused about the various schemes which are being rolled out in event management style. The much-touted ‘Make in India’ is nothing new since the emphasis on indigenous production has been in existence since the first Five Year Plan. Mr. Modi must improve the policy measures of his government which are today shallow and without meaning, and demonstrate an ability to effectively handle the economy to contain inflation and to provide more jobs.

A look at the reality will reveal much. In the case of the Ministry of Corporate of Affairs (MCA), under the control of the Finance Minister, the failure is prominent. To implement the “ease of doing business” policy, the MCA should function efficiently and be more corporate friendly. Its portal/website does not function half the time.
A National Company Law Tribunal is yet to be established.

Crores of rupees are being spent on publicity, and only in Hindi, though the achievements are nothing much to crow about. Is the government planning for 2019 already? The common man is reeling under price rise and high taxes. Nothing is being done to tackle the drought. The black money issue has been forgotten.

Has it been two years since the BJP stopped campaigning and started governing? That said, two years is too short a time to take stock of a government that has unveiled a plethora of pronouncements. With 40 per cent of his tenure behind him, Mr. Modi might have emerged with his popularity intact but that of his government is fading. Overall, the balance sheet shows strengths in governance but liabilities in politics.

Its biggest achievement has been its rock-solid political stability with not even a murmur of dissent. Although the BJP in its manifesto promised a lot for every section of society, a large chunk of commitments is still to see the light of day. The unemployment rate is growing despite development initiatives. There has been no official word on the revival and passage of the women’s reservation law. There may not be any corruption scam, but a lot needs to be done to refurbish our public and police administration.

Two years have seen the launch of an unprecedented number of new schemes, with each designed to cleverly boost the image of the Prime Minister. However, the judgment should be based on the outcome and not on the fanfare with which programmes are launched. Swachh Bharat is illustrative of the manner in which programmes are launched and forgotten. Under Jan-Dhan Yojana, thousands of bank accounts have been opened. How many accounts have turned dormant? How has the indiscriminate opening of accounts under government pressure served the cause of financial inclusion? The Prime Minister’s personality-oriented approach to foreign policy issues has substantially undermined the standing of the Ministry of External Affairs.
